I would start looking at PCI Card Production Standards, for the physical security requirements check section 3 of
PCI_CP_Physical_SR_TPs%20v3.0.1_Final.pdf

If you need go deep about process and procedures, a useful framework can be ISO14298

Look for ISO 7816, 7810 standards for general details. For payment cards, also need to look for schemes standards. For ex: VISA spec for guidelines on VISA logo constraints etc.
