Yes, both are working on 13.56MHz and both are using NFC and no difference in the communication/protocol level. The real difference is on the application side – Mifare is a proprietary technology by NXP – meaning, the cryptography, file structure, etc are non-standard (see Mifare Classic for details). Mifare have few variants like classic, DESFire, etc and some of them use standard cryptography also
