I am sure there must be a standard for the security controls for manufacturing, printing and SCM of smart cards (payment cards), can someone highlight or point out the standard which is concerned to it? if any

Look for ISO 7816, 7810 standards for general details. For payment cards, also need to look for schemes standards. For ex: VISA spec for guidelines on VISA logo constraints etc.
